Chief Warrant Officer 2 Joseph M. Cowart, the Security Cooperation Information Portal manager for the 1st Theater Sustainment Command Operational Command Post’s Counter-Daesh Train and Equip Fund-Iraq program, starts a humvee in a holding yard near the Port of Shuaiba, Kuwait, on Sept. 29, 2021. The humvee is one of many pieces of equipment destined for the Iraqi Security Forces as part of the U.S. government’s strategy to counter the Islamic State of Iraq and Syria by building partner capacity. Cowart, a native of Durham, N.C., is deployed to Camp Arifjan, Kuwait, with the Fort Benjamin Harrison, Ind., based 310th Expeditionary Sustainment Command.
