    U.S. Navy Lt. Cmdr. James Moxness, deputy staff judge advocate, Combined Joint Task Force – Horn of Africa (CJTF-HOA), speaks to Djiboutian Navy personnel at the Port of Djibouti, Sept. 8, 2021. Moxness conducted a class about Human Rights Law and International Humanitarian Law over several days. CJTF-HOA, operating from Camp Lemonnier, Djibouti, builds and strengthens partnerships to contribute to security and stability in East Africa. The task force's efforts are part of a comprehensive whole-of-government approach, aimed at increasing regional stability and prosperity with African partner nations.
