    210707-N-AC165-0004 (July 7, 2021) – Larry James Gonzales, Sr., ordinary seamen aboard USNS Walter S. Diehl (T-AO 193), simulates using the flag signaling method to communicate. During specific underway evolutions such as underway replenishments, transiting areas such as the Straits of Hormuz, and during training events, Military Sealift Command vessels are expected to set various levels of Emission Control (EMCON) conditions, a status in which all fixed and or mobile radio stations in an area are asked to stop transmitting for safety or security reasons, said Captain Patrick Todd Christian, master of USNS Walter S. Diehl. “Specifically, performing underway operations while observing EMCON for a T-AO class vessel is an Operational Capability in Projected Operational Environments (ROC/POE) requirement.” Per the Navy’s Safety Management System and US Fleet Forces’ quarterly requirement and pre-deployment training and drills must be scheduled and conducted in order to maintain proficiency in setting EMCON and transitioning rapidly from one EMCON condition to another, as directed by COMSCINST S3430.1.”
