Joseph DiGuardo, the commander of Navy Expeditionary Combat Command (NECC), speaks during Maritime Expeditionary Security Group (MESG) 1’s change of command ceremony onboard Naval Outlying Landing Field Imperial Beach, Calif., May 21, 2021.
