Capt. Steve Shepard delivers remarks during his change of charge ceremony at the Pennsylvania House onboard Naval Station Norfolk, Virginia, May 6, 2021. During the ceremony, Shepard was relieved by Capt. Joshua Himes as Carrier Strike Group 12’s Information Warfare Commander.
