Paul Owen, commanding general of the U.S. Army Corps of Engineers South Pacific Division, walks through the unfinished Community Based Outpatient Clinic at the site of the future VA Stockton medical complex in Stockton, California Jan. 28, 2021. The USACE Sacramento District has been constructing the complex since November 2019, and recently began placing concrete on the above-ground floors of the clinic, which is the largest structure on the site. The overall project is set to be completed in 2024, with the clinic open for veterans by 2023.
