Gen. Douglas Fraser, commanding general, U.S. Southern Command (SOUTHCOM), speaks to Soldiers and civilians of U.S. Army South during a townhall meeting at Evans Theater on Fort Sam Houston, Texas Aug. 22. Fraser spoke of the importance of the Army South mission in assisting with partner-nation relations throughout Central and South America, and the Caribbean.
