Rock Island Arsenal Garrison Commander Todd J. Allison maintains social distance while Rock Island, Illinois Mayor Mike Thoms signs and Intergovernmental Service Agreement under which his city will provide water purification, street light repair and other services to the Arsenal. This is the third such agreement the Arsenal has signed with local communities. The others cover refuse removal and recycling, and 911 telephone services.
