At NAVSUP FLCSD site Ventura, one of the major and more heavily concentrated activities that Naval Air Station Point Mugu plays a fundamental role in, is the Self Defense Test Ship (SDTS) evolution. SDTS requires the meticulous coordination across several stakeholders to include Naval Surface Warfare Center (NSWC), Navy Munitions Command (NMC), and Naval Facilities Engineering Command (NAVFAC). The primary function of this evolution is to safely on load and off load numerous types of explosives as high as 1.1E onto a Spruance-class destroyer formerly known as the USS Paul F. Foster (DD-964).
SDTS requires comprehensive planning involving multiple moving parts. It is a highly intense and attention driven evolution that takes weeks of preparation in order to execute within just several hours of one day. The frequency of these evolutions are up to 30 times a year, require at least 30 personnel to execute, and the logistics, manpower, and transportation costs altogether can easily reach into the millions.
