Westphal tours an Army Career and Alumni Program (ACAP) facility which helps soldiers successfully transfer to civilian life, July 30, 2012 at Joint Base Lewis-McChord, Wash. Westphal visited the base to gain situational awareness of the progress of the ACAP program, to help break ground on a school rebuilding initiative, and to inspect advances in telecommunication healthcare.
