Paul Owen, commander, South Pacific Division, tosses a coin to Krystel Bell, Senior Project Manager for Reach A of the Natomas Basin Levee Improvement project in Sacramento, California, August 13, 2020. Bell earned a general’s coin for her work on the Natomas project, and Brig. Gen. Owen found a way to give it to her without the traditional handshake, in light of COVID-19 concerns. The visit to Sacramento was Brig. Gen. Owen’s first since taking command of the South Pacific Division last month.
