Lt. Gen. Eric Fick, F-35 Lightning II Joint Program Executive Officer, congratulates Rear Adm. Carl Chebi, Deputy Program Executive Officer, after promoting him to the rank of rear admiral (upper half) at program headquarters in Arlington, Va.
