Adm. Cecil Haney (right), Commander U.S. Pacific Fleet, gets interviewed by Mass Communication Specialist 3rd Class Clay Whaley outside of an Engineering Civic Action Project (ENGCAP) during Pacific Partnership 2012, July 14.
