Retired Col. Philip C. Cook, also a retired Marine, represents the 65th Assembly District, which includes more than 680,000 citizens. The Veteran of the Year recognition is given to 80 veterans each year, one per district, on behalf of the entire Assembly. Cook and Cisneros met as active duty Marine officers in Quantico, Va., more than 40 years ago.
