Petty Officer Karl Rabbass, assigned to Naval Mobile Construction Battalion (NMCB) 40, Detachment Horn of Africa (HOA), uses a mallet to make sure the cement block fits securely before the mortar and cement mixture dries on one of the walls for a new school building. NMCB-40 Det. HOA is in the middle of a six-month deployment supporting the Combined Joint Task Force-HOA mission.
