New York Army National Guard Capt. Steven Quinones, from Tappan, N.Y., was the first ever National Guardsman selected to complete a fellowship with the Defense Advanced Research Projects Agency which was held a their location in Arlington, Va., from September to December of 2019. Quinones, a signal officer assigned to the 42nd Infantry Division, worked alongside service members from across the military as well as Department of Defense civilians on developing new technologies.
