Rear Adm. Shoshana S. Chatfield, president of the U.S. Naval War College (NWC), gives the opening remarks at the Newport Arctic Seminar at NWC Jan. 22. The three-day seminar focused on discussing the limitations, opportunities and future of regional forums and organizations for Arctic security. It also explored advantages and disadvantages of Arctic regional security, official and unofficial reasons to intervene, political-military issues and how nations can strengthen their navies to maintain open channels of communication, prevent and manage conflict and enhance maritime security cooperation in the Arctic.
