Ambassador Larry L. Palmer, U.S. Ambassador to Barbados and the Eastern Caribbean, expresses his delight in being present for the delivery of two boats as part of Secure Seas under the Caribbean Basin Security Initiative, which Dominica was the first to sign Jan. 27, 2011. The commissioning ceremony for the interceptor vessels May 31 at Cabrits National Park, Portsmouth, Dominica, is the first of several planned in the Caribbean region. Secure Seas is a program that falls under the Caribbean Basin Security Initiative, and, as a maritime security assistance initiative, aims to bolster the capabilities of Dominica and other Caribbean nations to deter threats associated with transnational Organized Crime with the larger objective of creating Citizen Security. The ceremony, which ended with the commissioning of the two vessels, marks the completion of the delivery of a package valued at about $2 million. The complete package delivered to the Commonwealth of Dominica included two vessels, on board and ashore communications equipment, training and technical support, 2-year inventory of maintenance and repair parts, boat trailers, and a heavy-duty pick-up truck.
