Sailors assigned to Pre-Commissioning Unit (PCU) Delaware (SSN 791) stand by to greet distinguished leaders from businesses, entertainment, academia, and local and state government officials during a tour of PCU Delaware at Naval Station Norfolk, Nov. 5, 2019 as part of the Joint Civilian Orientation Course (JCOC). The Department of Defense’s oldest and most prestigious public liaison program, JCOC was established in 1948 as the only Secretary of Defense sponsored outreach program that enables American business and community leaders to have a full immersive experience with their military.
