Students from 11 nations of the International Manpower, Personnel, Training and Education Course interact with the Conning Officer Virtual Environment (COVE) during their visit at Officer Training Command (OTCN) on Sept. 19, 2019. Headquartered in Newport, Rhode Island, OTCN develops civilians and fleet Sailors into newly commissioned officers morally, mentally, physically and imbue them with the highest ideals of honor, courage and commitment in order to prepare graduates for service in the fleet as Naval officers.
