Seventeen newly pinned chief petty officers joined the Navy’s ranks at Naval Base San Diego on Sept. 13. The U.S. Navy chief petty officer is unique among the armed services and is required to be the fountain of wisdom, the ambassador of good will and the authority in personal relations as well as technical applications.
