U.S. Army Corps of Engineers Task Force Barrier contractors fabricate panels at a facility near San Luis, Arizona. USACE is providing direction and oversight of Department of Defense-funded construction of border barrier projects from California to Texas. This is done in response to the president’s Feb. 15 national emergen¬cy declaration on the United States southern border. DoD has the authority under Section 284 of Title 10, U.S. Code, to construct roads and fences and to install lighting to block drug-smuggling corridors across interna¬tional boundaries of the United States in support of counter-narcotics activities of federal law enforcement agencies. USACE’s execution of these projects is in support of an ongoing partnership with Customs and Border Protection since 2004.
