The traditional passing of the colors represents the transfer of responsibility from one Marine to another. McWilliams, a Downingtown, Pa., native, served with CLB-8 since July 2010, but will now continue his Marine Corps career at the Industrial College of the Armed Forces in Washington, D.C.
