ANNAPOLIS, Md. (July 26, 2019) The official portrait of the U.S. Naval Academy’s 62nd Superintendent Vice Adm. Walter E. “Ted” Carter Jr. is unveiled by Bill O’Connor, executive vice president of the Naval Academy Foundation, and artist Gerald Slater. A decorated naval flight officer who began his career at the Naval Academy July 6, 1977, Carter is retiring after 38 years of active duty naval service.
