Walter E. “Ted” Carter Jr. is unveiled by Bill O’Connor, executive vice president of the Naval Academy Foundation, and artist Gerald Slater. A decorated naval flight officer who began his career at the Naval Academy July 6, 1977, Carter is retiring after 38 years of active duty naval service.
