NEWPORT, R.I. (July 16, 2019) – Vice Adm. John B. Nowell, Jr.,right, Chief of Naval Personnel, Fleet Master Chief Wes Koshoffer, center, and Rear Adm. Jamie Sands, Commander of Naval Service Training Command discuss the Conning Officer Virtual Environment at Officer Training Command, Newport (OTCN), which provides state-of-the-art navigation and ship handling training to future Naval officers. Headquartered in Newport, Rhode Island, OTCN develops civilians and fleet Sailors into newly commissioned offers morally, mentally, physically and imbue them with the highest ideals of honor, courage and commitment in order to prepare graduates for service in the fleet as Naval officers.
