At left, Andrew Layman, U.S. Army Corps of Engineers, Baltimore District, environmental engineer, and Patrick Sansone, Baltimore District student trainee, perform stormwater infrastructure surveys for Washington County in Hagerstown, Maryland, June 21, 2019. The county is required to create and maintain a map and inventory of the county-owned stormwater drainage system within urbanized areas to comply with state-enforced Municipal Stormwater Sewer System (MS4) permits and to aid in future watershed planning efforts. This project will assist in reducing pollution that reaches local waterways, largely within the Antietam Creek Watershed, and ultimately the Chesapeake Bay. Baltimore District Planning Division personnel are assisting with this project through the Army Corps' Planning Assistance to States program, which enables a 50/50 cost share with the county. District personnel are collecting as much information as possible on approximately 1,400 stormwater structures. Stormwater features surveyed include conveyance, material, size and condition. County staff will use this data to make any necessary repairs and plan for retrofitting or upgrades to systems as well as work collaboratively with the Corps to build a GIS database of stormwater drainage assets.
