NEWPORT NEWS, Va. (May 31, 2019) Aviation Ordnanceman 3rd Class Guillermo Merced, from Bayamon, Puerto Rico, assigned to USS Gerald R. Ford's (CVN 78) weapons department, receives his frocking letter from Chief Warrant Officer Mike Blum during a frocking ceremony at the Victory Arch Monument.
