Command Sgt. Maj. Ted L. Copeland, the Command Sergeant Major, U.S. Army Reserve, meets with the team creating the simulated injured civilians for Guardian Response 19, May 13, 2019, at the Muscatatuck Urban Training Center, Indiana. Guardian Response 19 is a joint, multi-component training exercise controlled by the U.S. Army Reserve 78th Training Division and includes more than 9,000 service members from across the country. The exercise tests the ability of the U.S. military as part of the Defense Support of Civil Authorities (DSCA) program in the event of a chemical, biological, radiological, or nuclear catastrophe. Under the DSCA program, the Department of Defense provides essential support to civil authorities for domestic emergencies.
