XIN CAI, Vietnam – (May 7, 2019) Villagers from Northwest Vietnam, Hagiang Province, near the border of China, pose for a photo with Chief of the Office of Defense Cooperation in Vietnam, Maj. Joshua Rodriguez, following a turn over ceremony of a brand new two-story kindergarten May 7. The U.S. Army Corps of Engineers (USACE)-led project is a robust concrete masonry structure with onsite wastewater treatment. The 3,650 square-foot kindergarten has six classrooms and can hold up to 320 children.
