Deputy Director of the Dominican Republic Emergency Operations Center, Carlos Paulino Cardenas, stands amid the EOC as simulated-disastrous events occur and subsequent emergency-response efforts are coordinated May 8, 2019, in Santo Domingo. The disastrous events and response efforts are part of a multinational emergency-response exercise Fuerzas Aliadas Humanitarias 2019. FA-HUM 19 is a U.S. Army South-sponsored foreign humanitarian assistance and disaster relief exercise designed to build U.S. partner nation’s capacity for civil and military response to major disasters. More than 100 national experts from over 13 Latin American countries will operate jointly throughout FA-HUM 19 simulations and training events from May 6 - 17, 2019 in the Dominican Republic.
