Guardian Response is a joint, multi-component training exercise, controlled by the 78th Training Division, and it includes more than 9,000 service members from across the country and tests the ability of the Army Reserve to participate in the Defense Support of Civil Authorities (DSCA) program in the event of a chemical, biological, radiological, or nuclear catastrophe.
