Lt. Dylan Harmon, officer in charge (OIC) for the Naval Criminal Investigative Service (NCIS) embarked on High Speed Vessel (HSV-2) Swift, demonstrates hand-cuffing procedures with the Authority Port Nationals (APN) in Haiti, during HSV-Southern Partnership Station 2012 (HSV-SPS 12). HSV-SPS is an annual deployment of U.S. Navy ships and assets to the U.S. Southern Commands area of responsibility in the Caribbean, Central and South America.
