U.S. Army Col. Brian R. Horton holds a candle with local citizens during a dedication ceremony for a new classroom at Don Eulogio Luistro Elementary School, Batangas, Philippines, April 11, 2019, as part of Exercise Balikatan. Members of the U.S. military and the Armed Forces of the Philippines worked together during exercise to complete various humanitarian projects in several locations throughout the Philippines. Exercises like Balikatan increase our ability to work together across the military spectrum in order to accomplish the mission and support the local population.
