U.S. Navy Cmdr. David Cullen speaks during the subject matter expert exchange event held at Tejeros Hall, Camp General Emilio Aguinaldo, Quezon City, Manila, Philippines, as part of Exercise Balikatan, April 4, 2019. The event was held by the combined efforts of the Armed Forces of the Philippines, U.S. military, and the Australian Defence Force in order to exchange best practices and learn from one another. Balikatan is an annual military training exercise hosted by the Philippines between the AFP and U.S. military designed to strengthen multinational relationships.
