U.S. Marine Corps 2nd Lt. James Birmingham, 2nd Platoon Commander, is the site officer in charge of engineering civic assistance project (ENCAP) site 3 at Victor O’ De Guia Jr. Memorial Elementary School in Balian, Pangil, Laguna, Philippines, where U.S. service members and the Armed Forces of the Philippines are building a new classroom as a part of Exercise Balikatan, April 1, 2019. Marines with Engineer Company Alpha, 9th Engineer Support Battalion, 3rd Marine Logistics Group, are working shoulder-to-shoulder with the Armed Forces of the Philippines and Australian Defence Forces to build school houses as part of the ENCAP during BK 19. The exercise, in its 35th iteration, is an annual exercise between the U.S. military and the Armed Forces of the Philippines that allows the countries to strengthen relationships, increase interoperability and enhance operational readiness.
