U.S. Marine Corps Maj. Gen. Thomas D. Weidley, commanding general of 1st Marine Aircraft Wing, promotes Lance Cpl. Joseph Daugherty to Cpl. at Clark Air Base, Philippines, April 1, 2019, during Exercise Balikatan. Balikatan is an annual exercise between the U.S. and the Philippines and comes from a Tagalog phrase meaning "shoulder-to-shoulder," representing the partnership between the two countries. The exercise promotes regional security and humanitarian efforts for U.S. allies and partners.
