Philippine Air Force Airman 1st Class Ronel Vistal explains how he lays brick to U.S. Army Sgt Loise Kargbo in Pagasa, Bataan, Philippines, for a new classroom as part of Exercise Balikatan, March 26, 2019. Balikatan is an annual exercise between the U.S. and the Philippines and comes from a Tagalog phrase meaning "shoulder-to-shoulder," representing the partnership between the two countries. Humanitarian and civic action projects are being conducted to improve the local infrastructure of schools and medical facilities. Kargbo, a Newark, N.J. native, is a combat engineer with 561st Engineering Support Company, 84th Engineering Battalion from Scofield, Hawaii.
