The 426th Civil Affairs Battalion soldiers past and present stand in front of the plaques which dedicate the Veterans Affairs newest medical facility in Long Beach, Calif., to Maj. Charles R. Soltes on Jan. 25, 2012. Soltes was a civil affairs officer with the 426th and doctor of optometry who was killed in action while rebuilding the medical infrastructure in Mosul, Iraq.
