Retired Command Sgt. Maj. Rufus Parker of La Crosse, Wis., gives his presentation during the Fort McCoy observance of Martin Luther King Jr.'s birthday Jan. 15, 2019, at McCoy's Community Center at Fort McCoy, Wis. Parker currently serves as a pastor at Calvary Apostolic Church in La Crosse.
