CAMP FOSTER, OKINAWA, Japan – Ginowan City Mayor Masanori Matsugawa listens during a meeting Nov. 29 at Terra Restaurant aboard Camp Foster, Okinawa, Japan. The biannual meeting brings together leadership from Camp Foster, the U.S. Naval Hospital Okinawa, Marine Corps Air Station Futenma and the Ginowan City Mayor and his staff.
