U.S. Secretary of Defense James Mattis and Philippines Ambassador Jose Manuel G. Romualdez shake hands in front of the Bells of Balangiga display at F.E. Warren Air Force Base in Cheyenne, Nov. 14, 2018. The bells were taken as a war trophy by U.S. troops after 48 American soldiers were massacred in 1901 during the U.S. occupation of the Phillipines. The bells were used to signal the start of the attack, staged while the soldiers were eating breakfast and their weapons were stored in a tent away from the dining area.
