Capt. Robert Wirth, commodore of Submarine Squadron 20, presents Lt. Cmdr. Carlos Lizardo, an officer assigned to Peruvian Submarine BAP Arica (SS-36), with a deployment certificate at Naval Station Mayport, Fl. Each sailor of Arica's crew received the same commendation at the closing ceremony, celebrating 89 days of joint operations with the Arica (SS-36) from July to October 2018 as part of the Diesel-Electric Submarine Initiative (DESI) program. The DESI Program is a U.S. Navy partnership with South American countries and supports their diesel-electric submarine operations and fleet readiness events in operating areas off the U.S. east and west coasts.
