U.S. Marine 1st Lieutenant Michael Lowinger, Special Purpose Marine Air-Ground Task Force – Southern Command’s watch officer, briefs the SPMAGTF-SC crisis action team, integrated with Honduran partner military, with the assistance of translator U.S. Marine Staff Sgt. Carlos Ospina, SPMAGTF-SC’s civil affairs chief here, September 18. The brief was part of a foreign humanitarian assistance subject matter expert exchange which allowed both parties to gain a better understanding of each other's planning process. The Marines and Sailors of SPMAGTF-SC are conducting security cooperation training and engineering projects alongside partner nation military forces in Central and South America.
