Col. Aaron Barta, commander of the U.S. Army Corps of Engineers Los Angeles District, right, speaks with employees Aug. 29 at the Corps' Regulatory Office in Carlsbad, California. Early in Barta's military career, he was the company commander for the Military District of Washington Engineer Company, Fort Belvoir, Virginia, a unit solely dedicated to responding to terrorist attacks in the nation's capital as a search-and-rescue team. Barta recently reflected on his experience as a member of that team following the 9/11 terrorist attack at the Pentagon.
