Maj. Gen. Kirk Vollmecke, left, the Program Executive Officer for Intelligence, Electronic Warfare & Sensors, presents the Charter for Program Manager Position Navigation and Timing to Col. Nickolas T Kioutas, who took over the position. Kioutas is recent graduate of The Army War College in Carlisle, Penn. Before that, he was served at the Pentagon as the Chief of Staff for the Office of Process Innovation and Integration. Kioutas began his career in the Army Aviation, flying CH-47 Chinook helicopters. Vollmecke said Kioutas “has extensive experience working with our teams starting with his time at the cyber center, to leading the operational component of Task Force Odin,” and that the PNT mission was, is and always will be a critical piece of supporting the war fighters.
