Maj. Gen. David N. Blackledge addresses a delegation of congressional staff members at the Civil Military Operations Center (CMOC) during a tour of “Pineland” at Camp Mackall, N.C. on Sept. 28, 2011. Pineland is a simulated Forward Operating Base and village in which civil affairs Soldiers undergo their final qualification before becoming members of the Civil Affairs community.
