Higgins assumed command of the Nimitz-class nuclear-powered aircraft carrier from Capt. Paul C. Spedero, Jr. Ike is undergoing a Planned Incremental Availability (PIA) at Norfolk Naval Shipyard during the maintenance phase of the Optimized Fleet Response Plan (OFRP).
