PORTSMOUTH, Va. (Aug. 9, 2018) Command Master Chief Todd A. Mangin presents Capt. Paul C. Spedero, Jr., the outgoing commanding officer of the aircraft carrier USS Dwight D. Eisenhower (CVN 69)(Ike), with Ike's commissioning pennant during a change of command ceremony. Capt. Kyle P. Higgins assumed command of the Nimitz-class nuclear-powered aircraft carrier from Spedero. Ike is undergoing a Planned Incremental Availability (PIA) at Norfolk Naval Shipyard during the maintenance phase of the Optimized Fleet Response Plan (OFRP).
