U.S. Navy Rear Adm. John Spencer provides remarks following his promotion to the rank of rear admiral on the missile deck at U.S. Strategic Command (USSTRATCOM) headquarters on Offutt Air Force Base, Neb., Aug. 9, 2018. Spencer is the executive assistant to U.S. Air Force Gen. John Hyten, commander of USSTRATCOM. His next assignment will be the director of Nuclear Support Directorate, Defense Threat Reduction Agency at Ft. Belvoir, Va. USSTRATCOM has global responsibilities assigned through the Unified Command Plan that include strategic deterrence, nuclear operations, space operations, joint electromagnetic spectrum operations, global strike, missile defense, and analysis and targeting.
