Col. Eluyn Gines, Third Army/ARCENT, director of personnel and a native of Bayamon, Puerto Rico, was one of the guest speakers for the cake cutting ceremony here at the Post Exchange to mark the beginning of Hispanic American Heritage Month Sept. 15 - Oct. 15. Third Army will hold several events throughout the month to commemorate the Hispanic culture and its servicemembers who serve the military.
